Is Saddam Hussein the third worst 20th century dictator?

Is he number 3 after Hitler and Pol Pot? He started two bloody wars (Iran-Iraq war, the first gulf war), tried acquire nuclear weapons and used chemical weapons to kill thousands of his own citizens.
