I think my turtle is sick...?

my turtle has a layer of white "thing" on her eye. I think she can see or maybe blind....It hasn't ate for weeks but still living...well...its kinda very stressed or something. It keeps sleeping. it seldom moves. I put it with a baby turtle...and the baby turtle is very active but the sick one is very sick. Now, it keeps opening its mouth and just sleep.
