Would I be wrong to tell a girl in my cl, whom I have never spoken to, that I am attracted to her?

No thats to much to say to her. Just introduce yourself and tell her you think she is very pretty. if she responds positive then ask if she has a boyfriend. If she doesnt then ask her if she would perhaps like to get together sometime. Dont force it or try to make set in stone plans just yet.
